OCT stands for Original Credit Transaction, a card-network message used to push funds to an eligible card-linked account. Visa Direct distinguishes an OCT from an Account Funding Transaction: an AFT pulls or debits funds from a source account, while an OCT delivers funds to the recipient side. In gambling payments, OCT is therefore more relevant to eligible card payouts than to an ordinary card purchase. The transaction still depends on support throughout the chain.
