Curaçao Gaming Authority and the New LOK Regime

Curaçao Gaming Authority and the New LOK Regime

Curaçao replaced its long-standing master-licence and sub-licence model with the National Ordinance on Games of Chance, commonly called the LOK. The law entered into force on 24 December 2024 and made the Curaçao Gaming Authority responsible for direct online-gaming licensing and supervision.

The transition is important because an old orange certificate, historical master licence or application screenshot does not necessarily prove current authorization. Verification must use the current CGA register or portal and match the exact operator and domain.

From master licences to the LOK

The former system relied on master licences

Under the earlier offshore framework, a small number of master licence holders issued contractual sub-licences or certificates to many operators. The government did not maintain the same direct relationship with every player-facing site.

This produced inconsistent public verification, supervision and complaint handling. A casino could cite the master licence while the practical relationship depended on a private intermediary.

The new law is intended to replace that structure with direct CGA licences.

The LOK took effect in December 2024

The Curaçao Gaming Authority’s portal states that the LOK entered into force on 24 December 2024. Under the law, offering online gaming in or from Curaçao requires an online-gaming licence.

The prohibition also reaches entities that directly or indirectly control player databases and transactions in or from Curaçao.

The official CGA portal information page is the primary current source for the transition.

Operators now apply directly to the CGA

Applications must be submitted through the CGA online portal. Eligible applicants must be Curaçao legal entities with their statutory seat in Curaçao and local management meeting the law’s requirements.

Application material includes corporate information, ownership, personal-history disclosures and key-person details. Beneficial owners and significant controllers are subject to suitability review.

Direct operator and supplier licensing

Old framework LOK framework
Master licence and private sub-licensing Direct CGA online-gaming licence
Inconsistent domain certificates Registered domains and CGA seals
Intermediary supervision Central authority reporting and conditions
Limited supplier structure Separate supplier licensing framework

Provisional licences manage the transition

Existing licences and applications entered transitional arrangements. The portal explains that old-law licences can be converted into provisional LOK licences, subject to conditions and later reclassification or indefinite-term licensing.

“Provisional” does not mean unlicensed, but it does mean the operator remains within a transition rather than holding the final permanent category.

Check the issue type, status and expiry rather than treating every CGA seal as identical.

B2C operators and suppliers have separate roles

An online-gaming licence covers businesses offering gambling directly to players or controlling player databases and transactions. Supplier licences cover critical gambling goods and services such as games, sportsbook software, poker platforms and live studios established in Curaçao.

The portal states that the supplier-licence requirement does not take effect immediately and is scheduled two years after the LOK entered into force.

A supplier seal does not verify the casino that owes the player’s balance.

Transitional status and domain verification

The orange seal has been phased out

The CGA announced termination of the old Certificate of Operation, often called the orange seal, effective in October 2025. Current verification should use the appropriate CGA licence certificate and registered domain rather than an archived orange badge.

A copied image without an interactive link is not evidence. Open the authority independently and search the domain.

The CGA’s seal and certification policy distinguishes B2C operation seals from licence certificate seals.

Domain verification is central

A group licence does not authorize every mirror, affiliate landing page or alternate extension. The exact player-facing domain should be approved and registered.

The certificate should identify legal company, licence status and domain. If registration redirects to another domain, verify the final site as well.

The CGA publishes warnings regarding unauthorized domains, so current status should be checked before deposit and again before a large withdrawal.

Ongoing reporting is part of the new model

The portal is designed not only for applications but also periodic, incident and change reports. Licence holders must notify ownership, key-person and operational changes under applicable conditions.

This creates a more direct supervisory record than the old sub-licence structure. The quality of the regime will depend on enforcement, published decisions and consistency over time.

Reporting, AML and key-person controls

A new framework should be judged by actual supervision rather than legislative language alone.

AML and key-person controls are explicit

Applicants and licensees must provide beneficial-ownership and source information. Compliance officers, directors and other key persons can require approval or disclosure.

Operators must also comply with Curaçao identification, unusual-transaction and sanctions rules. Cryptocurrency use does not remove those obligations.

For players, this means legitimate source-of-funds requests can occur, but the operator should state requirements clearly and avoid using verification as an indefinite withdrawal delay.

Transition labels must be read with their dates

During implementation, the CGA portal can distinguish fully issued LOK licences from transitional permissions connected to operators that entered the new process from the prior framework. A transitional status is not the same statement as a final unlimited approval, and an expired old certificate is not revived merely because the brand still displays it.

Verification should capture the status and date shown on the portal, the legal entity and every approved domain. Because transition records can change, a saved screenshot or PDF is useful evidence of what the register stated when the account was opened.

Responsible gaming, complaints and territorial limits

Responsible gaming and complaints have published policies

The CGA portal publishes responsible-gaming, complaints and alternative-dispute-resolution material. The presence of a policy is an improvement over an undefined email route, but players should identify the exact operator procedure and approved ADR body before depositing.

A regulator may use complaints for supervision without personally adjudicating every transaction.

Keep terms, account statements and round IDs because the new system does not remove the need for evidence.

A Curaçao licence is not a global passport

LOK authorization permits operation in or from Curaçao. It does not override laws in Great Britain, Ontario, Sweden, Australia or the United States.

Operators remain responsible for geo-blocking and local permissions. A casino can be validly licensed in Curaçao and still be illegal to target a particular player.

Local regulator registers should be checked first where a domestic licensing regime exists.

How to verify a current Curaçao casino

  1. Identify the legal operator in the terms.
  2. Open the CGA portal independently.
  3. Match the exact domain and company.
  4. Confirm licence type, status and transition category.
  5. Use the interactive current seal, not an orange certificate image.
  6. Check local authorization in the player’s market.
  7. Read fund, withdrawal and complaint terms.
  8. Record the status before depositing.

A current Curaçao licence-check workflow

What has improved—and what remains unproven

Potential improvement Evidence still needed over time
Direct licensing Consistent operator supervision
Central portal Complete, timely public register
Named supplier categories Effective implementation after transition
Published policies Independent complaint and enforcement outcomes
Domain seals Rapid action against clones and mirrors

The LOK is a material structural reform, not a rebranding of the old master-licence system. It also remains a young regime. A current CGA licence is stronger evidence than an old sub-licence certificate, but it should still be combined with local legality, operator history and payment-risk review.

Because the LOK framework is still comparatively new, verification should be time-stamped. Save the legal entity, approved domain, licence category, status and date from the official portal. Repeat the check after a domain migration, ownership change, long account suspension or unusually large withdrawal rather than assuming an earlier screenshot remains current.
